So if anybody have similar problem here is the solution that worked for me.

1. Go to Microsoft Knowlege base page and type" Failed to installed catalog file" , in Windows SP

2. Search results will show tons of article/solution, but I picked the most appropriate one which is the fist one on th elist

3. According to the article, the catalog files were corrupted so need to rename it as old, in this case deb.old in CatRoot2 directory under Windows/Systems32/CatRoot2

4. Two methods either rename the deb log file or rename the whole CatRoot2 directory

5. First method failed in my case - it says something about Cryptographic Service not active - as somenone posted in another post

6. So try method 2 - rename the whole CatRoot2 to catroot.old. Close Windows Explorer.

7. Install SPI - voila!...


I think my system is a tad faster now..
