Hva menner varne plikt

In Norway we usually call them 'soft trafficants / soft road users' - meaning pedestrians, bicyclists, scooter drivers etc. 

The term vikeplikt (not varne plikt) means that you as a driver bears a responsibility and needs to have situational awareness, you have to plan ahead. What if someone walking along the sidewalk wants to use the zebra-crossing ahead, should you slow down just in case?
What if that bicyclist next to you should fall into the road? 

Defensive driving or "right of way" would be the closest term in english if I am not mistaken.

It's not "verneplikt" it's "vikeplikt" or in english duty to yield. (Verneplikt is the duty to serve in the military).

Yielding is mostly used about your duty to yield for traffic from the right, intersections with the red triangle-sign that means you have to yield from both directions, and that you have to yield for people in or close to the road. Especially those that want to cross the road on cross walks.

Or do you mean that you have to be careful to not disturb people and cars around you? That is part of the traffic law that basically says that you have to drive carefully and mindful. Basically this means that you should drive slowly and predicable enough to avoid dangerous situations.

Good point, maybe OP could clarify the first post as i took it as something else than "vikeplikt".
