Could somebody explain me how to read these crosskiing track maps?

Hello everyone!

I need little help understanding these maps. I have never cross skied and I want to try this winter. The problem is that I live in Sarpsborg and there is no snow. So now I found these two sites where i can find pretty much any track, but I can't figure out if there is snow. Closest to Sarpsborg that is marked as prepared is Drøbak, but it's just 60km away from me. My concern is that we have 4-6C here in Sarpsborg and no snow at all.

It's marked green, that indicated that it's 0-3 timer from ... i don't know what that indicetes.. Last prepared, last checked no idea.. Does that green means that it's guaranteed if I go now and there is gonna be snow ? For example Oslo Holmenkollen is marked Grey that nothing has been done there for over 14 days. That's suspicious because Oslo is more North than Drobak.

Which site is more trustworthy? How can I be 100% sure that track is up and running? I don't have that much free time so I need to decide before going, if it's gonna be something close or I just go straight to some further place. 

Or maybe there is some better way how to find out which is the closest open track to my location ?
