GPO, IE, tynn klient

Satt opp en tynn client mot Citrix terminalserver (XenServer) på en Win2008R2. Skal være en offentlig terminal og har da følgelig en del restriksjoner. En eller annen policysetting gjør det slik at linker på websiden som du er på som peker til eksterne webservere, ikke fungerer. En får opp en feilmelding:

 

"This operation has been cancelled due to restrictions in effect on this computer"

Kan det være fordi IE prøver å åpne ettt nytt vindu/tab og det er sperret for dette i GPO?
