Constitutional Monarchy

Constitution:

- Uncodified, partly unwritten Constitution: Magna Carta 1215, Habeas Corpus Act 1679, Act of Parliament 1689, Bill of Rights 1689, Act of Settlement 1701 among many others.

Executive branch:

- Head of State: The Sovereign (representative function except for Royal Prerogatives) right of birth

- Prime Minister (since 1721) primus inter pares executive powers, collects taxes chosen & appointed by the Sovereign .

- Cabinet: 20 ministers chosen by the Prime Minister to assist the Prime Minister

Legislative branch:

- House of Commons (Lower House) circa 650 members, popular vote

- House of Lords (Upper House) (power to delay bills for 1 year) currently being reformed.

Life and Hereditary Peers,

 

Judicial Branch:

- House of Lords: Highest civil appeal court for UK; highest criminal court for England, Wales, and Northern Ireland

Parties:

Two Party System:

- Conservative Party

- Labour Party

- (Liberal Democrats)

Elections:

- First-Past-The-Post System (the candidate with the largest number of votes is the winner, constituency has one winner only)

- Term of Office: at least one election every 5 years

 

 

 

 

USA

 

Federal Republic

Constitution:

- Federal Constitution 1789, Bill of Rights 1791.

Basic rights: Separation of Powers, Checks and Balances (concise and flexible): 26 amendments

Executive branch:

- Head of State: The President (governmental and representative functions), recommends legislation to Congress, vetoes bills, appoints judges, uses the Cabinet members for advice, elected through the Electoral College.

- Cabinet: the heads of the 14 federal departments appointed by the president with the approval of the Senate

Legislative branch:

- House of Representatives (Lower House) circa 435 members (per state according to state's population) popular vote

- Senate (Upper House) 100 members (two per state) popular vote

Judicial Branch:

- Supreme Court: Chief Justice and 8 associates. Appointed by the president, approved by Senate

- Jury System: several jurors decide about cases together with the judges (not at the Supreme Court)

Parties:

Two-Party System:

- Democratic Party

- Republican Party

- Third (minor) Parties: Green Party, New Party, Libertarian Party, Puritan Party…

Elections:

- Winner-Takes-All Principle (same as in Britain)

- Term of Office: Presidency 4 years, can be reelected once only

Representatives: 2 years,

Senate: 6 years
